noise in bangalore

poeople in gowthampuram creating noise with loud speakers in the name of celebrations causing infringement on other's right to peaceful sleep and the police cannot stop them from disturbing others because they have taken permission for damaging other's peaceful sleep and ears.i dont know how to adress such voilations.may be others have faced similar problems.so i wanted to share this at 3am on shiv rathri night.
